Not cleanly. There's a few other plugins that make attempts at it (I think Custom Weapons 2?), but it's really messy to do so.

tf2items_manager is a separate standalone plugin that uses TF2Items to modify all weapons that match a config file. I don't believe it's necessary for GiveWeapon to function.

Wearables (shields) being broken probably means outdated gamedata. https://gist.github.com/FlaminSarge/bc0f4e693e3177d92acd964848446fef has the latest, I believe.
