From a quick look at the code:

- GeoCity support
- Adds "The" to certain countries, if they contain phrases like "United", "Netherlands", "Bahamas", ... etc.

The two quoted functions are SteamTools functions. SteamWorks only seem to have the HasLicenseForApp function, which would obviously sound to be the equivalent of SteamTools'...
