TF2 - Is there a minimun player count before a server starts giving out items?

I notice that when it's just me in a server for hours, there will be no items, but as soon as a couple other people join, it starts giving out items like candy.

I don't know why it does that on the forum, but trust me when I say there's no space in the file itself

..\left4dead\addons\metamod\bin\server.dll

Could not find IVEngineServer

I tried installing Metamod 1.7 for Left4Dead on Windows. I even made a vdf file for it, when when I try running the game it soon crashes at the loading screen with this error

Engine Error: ...
