It would be that the server is maxing out the resources provided for itself, that is why you're experiencing this issue. I don't agree with their reasoning of "why" because ping can be a correlation...

Do you have more information on what processor they are providing you with?

128 Tick with 26 slots can run with a variance of 0.05 on a 4.0GHz+ processor.
