how to forbid player dong something !?

i want make a plugin , let the player cant moveforward and move back ,and moveleft ,moveright during the player is in the air and before the player drop to the ground !

How to let admin can heard every players tallking (like sv_alltalk 1) ,but the player without admin can't heard like sv_alltalk 0 ?
