You need to check in console if the plugin is running using: sm plugins list

Also check error logs located in the addons/sourcemod/logs directory.

Make sure your sourcemod is also the latest...

The entry for database.cfg needs to be "rankme" just as the error states.

Ask your host for a mysql database.

If your using sqlite. Your probably having a bottle neck in relation to I/O with the hard drive or your cpu usage.

I recommend trying mysql over sqlite.
