In your list of plugins, you have all 7 skillautobalance plugins enabled.

Remove all of them, besides skillautobalance-rankme.

There is a convar to balance after the first 'N' rounds pass in a map. "sab_balanceafternrounds"

I am not sure what you mean.

You want to balance with bots when there are less than 10 players, and balance without bots when there are 10 or more players?

Or, you want to do no balance at all...

Oh, I never thought about what happens when a server has bots. This bug happened because of it.

The problem is, doing a balance on a server with bots doesn't make sense. Bots don't have points...

The problem is, the include file is named lvl_ranks.inc, but the plugin file is called levelranks.sp. I got confused.
