So after some more testing, I can say that 20 slots is pretty stable. Sometimes my server can get through the entire day before my nightly reboot kicks in.

However, anything higher than that will...

15 hours straight so far without any crashes (L4D2 linux). Got reports of way better stability. However, I updated to v1.0.0.9f at the same time as Valve's 2.0.1.5 patch, so its hard to say.

Crashes on map changes typically point to precache issues. Its possible if you are using mods that precache improperly or with bad timings, you could randomly get a crash at any point.

This is no longer an issue for me. I just needed to advertise the server some more and people eventually filled it up.
