Well, since I'm registering a perk using a string, couldn't the string be used to manually assign an ID to it by using a config file? I'm not sure why such a system would not work.

With core perks, you can manage settings via the config file, but with external perks, that is not possible. It would be great if external perk settings could be managed this way. Something like...
