yes sir. they just get the server info and get the IP, now in console they will type this

"connect "server-ip"

its there any plugin that make a voting after the game is tied at the end

they will vote if they want to have an overtime or just a tied game and the match will end and proceed to the next map

yes, like in the option mp_overtime_enable but there is a voting from the player if they want an ovetime or just a tied game

not exactly,but i think this has the same concept. what i need is at the end of the 30th round if the score is tied. they will vote if they want overtime or no
