problem is actual...
I tested different configs and came to output that it's UTF-8 coding guilty in all...

yes, I'm sure. I have tested this many times.
Your cfg (http://forums.alliedmods.net/attachment.php?attachmentid=24254&d=1211032574) works fine, but how I do same changes, repeatings stops.
