That is actually false. query_client_cvar has worked fine for me with 1.19

Actually, DarkGod is right. CS1.5 does not run on Steam but is still legal.

Not sure if this would help, but your server is outdated. The latest build is 4382, you have 4381. Try updating it and see if that helps any
