I'm not sure that this plugin does either of those. This one mostly just prevents people from calling certain votes based on an admin level AFAIK.

For return to lobby, I just use the built in vote...

Apologies Lorali, I see what you mean now. On the first page there is a mention of being able to do custom votes and this is probably what will give you what you are looking for.

Actually, I have a feeling this plugin doesn't work on custom votes? I can't say for sure but just based on the cvars that are created, I think it just governs the votes built in to the game (i.e....

I haven't gotten a chance to try this out yet, but yes this does appear to be built on 1.5.4 (which doesn't include Tank immunity and possibly some notifications).
