I highly doubt that "most" is accurate unless you exclude all U.S.-based services (since U.S.-bases companies will be at more risk of a lawsuit from Valve).

It is impossible for the server to restore any settings for the player because you cannot send commands to a player that isn't in the server (i.e. has already disconnected).

When I queried the webpage (http://pluginszone.000webhostapp.com/query.php) with a browser, it returned the PHP code as plain text (no extra spaces).

You should never see PHP code being returned...

Since not all games supported by AMX Mod X support chat colors, you cannot change the core functionality to include it.
