A while back I had a plugin for css & csgo which automatically kicked afk players if server is full or X amount of slots are being filled. I think you could even adjust the minutes after a players...

I'm not sure what kind of files you need to have synced but I just use ftp to apply changes to multiple servers at once.
If you are renting a non managed server, even if it's from soneone privately,...

He is using a kvm vps at the moment which does not provide the performance he is looking for.
Also vps/vds aren't that great for csgo as many run on cpus with high core count but low clock speeds.
