For what game? CS:GO has a zipped file limit of 150mb or less, if it is over you will need to upload the file uncompressed.

No, sv_allowdownload is only for downloading directly from server, not from fastdl.

SourceSleuth in SourceBans++ allows for in-game chat notification of detected alternate banned accounts.

Why not just... use the cvars and configuration files provided by Valve? Your plugin only sets existing cvars, and only OnMapStart. This should not be in a plugin.

You approached it correctly, however the .sp files are the source files. You will need to recompile the plugin.

He's talking about Ofir's version of Retakes (https://forums.alliedmods.net/showthread.php?t=251829). It doesn't appear to have been updated since 2016, I would recommend splewis's version.
