This one activates it with timer after 15 seconds.
So it won't appear again unless he types the command.

I also uploaded version where you can also type !help but you need to also download...

I am pretty sure you can edit helpmenu plugin to get triggered once the player is spawned for example.

I don't know if this is going to work but its worth a try i guess. It should open a menu on...
