Reserved Slots (TF2)

Is there a plugin that makes so Admins of the Server (TF2) have a Reserved Slot, so if the server is full, someone will be kicked for the Admin to enter ?

From what i can tell yeah, but it's extremely strange that it only happens to badlands, whenever i change the map the server just resets itself..
