you should close all handles by default unless specified in the native description.
For example timer handles are auto closed when the timer ends.

JJkiller is right, you can make counters with flip flops, but the downside of it is that you're going to have a fairly amount of IC's in your circuit and the connections are going to get quite messy...

I would use the 74LS160A(asynchronous reset) or 74LS162A(synchronous reset). Both count until 10(161A and 163A count until 16), but they only have 4 outputs, one per bit. You can always add a BCD...
