I am fairly certain I downloaded what was needed (even tried the snapshots) and I did place them in the appropriate folders, but Metamod does not load (so, neither does SM). I am not entirely sure...

For a tank to work properly, it'd need to be on a map with its path set up on the map file to actually go anywhere.
Though I don't see why you couldn't just force one to spawn on a of the path(s).
