I'm not sure about pubfogl. but all the plugins loaded are meant for a competitive gameplay (confogl). which removes medkits in start of map. I hope someone else can help you here...

judging from your plugins,

your running confogl

in confogl, you only get pills.

no medkit and all

running l4dtoolz on linux without such problems. check your other plugins.

do a sm plugins list and meta list and post your list here. Maybe someone can pick out the problematic plugin.
