30? Are you talking about 30 Kilobytes/Sec.
That's very low though however you can make a server upto 4-5 slots. No such special suggestion for such low speed. However You just use:

lol, I have never used that k in sys_tickrate. I use sys_ticrate.

Well I use Windows from my point of view It is not going to give you any major change in the performance. As far as we talk of linux u can certainly get it setting sys_ticrate 1000 and fps_max 1001....

Well from the Sticky Post, I got the link for rate Calculation HERE (http://www.reece-eu.net/drekrates.php). Accroding to the Config Given by You I used:

Up Speed: 735 kbps/sec
CPU Speed: 3000...
