Ok, I figured it out. I extracted the zipped files to the wrong folder. I extracted it to c:\hlserver\TF2 instead of c:\hlserver\TF2\tf.

I'm not sure what you mean when you say the filename of the archive I am extracting from. I downloaded the one from Atlanta, GA from this page...
