No. sm_bz_enabled 0 - switches off a plugin. To remove buyzone's, use value 1 for console variables sm_bz_t and sm_bz_ct.

Forgive that has kept you waiting. I thought that nobody uses a plugin, as in statistics (http://www.sourcemod.net/newstats.php) it is used by 0 servers.
