Well for one there was no need to re-compile it. Second did you even put the files in the right folder? Plus did you add the necro.amxx to your plugin list? Seems to work for me make sure everything...

List powers you cant just have a hero with a model on lvl 30. I mean you can but it would be stupid. Say what kind of powers you want it to have like m4a1_mult, hp, speed, ap, gravity powers...

Yeah and reskinning models wont change anything but the way the skin looks. The twisted model is because it wasnt meant for CS but was converted to CS unless you changed the bones and animation in...
