oh well that may not help if this is related to some sort of admin flag issue, what are your default flags in amx.cfg ?

Umm...


Change your
redirect_manual from "1" to "3"
redirect_manual 3

and remove nomanual=1 from the serverlist.ini

this may sound strange, but it appears that it will redirect STEAM USERS (heh) but when <HLTV> (non-steam) users connect it will just fill up and sometimes will stay @ 32 slots full.
