You could use gal_startvote, it's pretty much the same thing (if you mean admin rocking the vote instantly).

amxx.cfg is executed at map start.
I'm using Galileo aswell and I've never encoutered this problem. (Might be because I have server.cfg as mapchangecfgfile though... :))

Server.cfg file is executed on server start unless you got it as mapchangecfgfile.
You could fix this by just adding mp_timelimit (the value you usually have) in amxx.cfg or by doing...
