Sourcemod.cfg not reloading?

I've made two changes to my sourcemod.cfg

I changed sm_show_activity from 13 to 0 and sm_immunity_mode 1 to 2. I've tried changing the map and restarting the server yet neither of those settings...

Remove powerups from TS maps

I haven't been able to find this... is there a way to remove powerups from maps in The Specialists using a cvar? If not, is there a plugin available?

I just checked the .sma file that I compiled, the %s is still in there.

I also just tried recompiling the original source, the zombies still join both teams.

Ok I have a problem with the zombies joining both teams, I didn't have this problem with the previous version

Is there a cvar for team balancing or something?
