Set up a web server with your custom downloads and configure sv_downloadurl accordingly.

sv_downloadurl does not depend on the sv_allow(upload|download) settings.

Anti AFK plugin that moves AFK players to spectator.

Then set the spectator credits to 0, so they won't get anything.

Very simple fix, and works regardless if there is only 1 or 100 players.
