Then don't give them ADMIN_CVAR access. You cannot control CVARs like you can Commands. Another way would be not to add it to the menu in the first place

Use a program that allows you to change the encoding (Notepad++ is one) and then change the encoding to UTF-8 without BOM and then save and re-upload the file

Since AMXX doesn't run on Source games, no. If you want it for CSGO, go post in the Sourcemod Plugin Request section
