Linux Debian 9 to be exact.

EDIT: Found the issue, apparently sourcemod build 6037 was broken so I downloaded to 6036.

Sure thing.

So when a user joins, they have a surf rank by their name, usually [NEW] or [UNRANKED] depending on the server.

However, my generic admins (b flag admin) do not get surf ranks at...

Ok. The first round is the pistol round. when the scores are 0 to 0. We got a warmup round plugin if thats what you are worried about. So the pistol round takes place right AFTER the warm up round.
