Send Impulse 101 command to all players?

I was wondering is there a way to admin command the impulse 101 cheat to all players SERVER SIDE? Example: We want to use ALL WEAPONS in HL2 and I can just TURN THEM ON from the admin side to server...

I want to send impulse101 via the adminmenu_custom.txt. SERVER SIDE so it gives all players ALL WEAPONS. I'm beginning to wonder if it's not possible but I'm hoping someone has a possible workaround....

Actually is there a more direct script I can add to my custom menu? Im not using this in TF2 therefore rendering it's default cfg locations virtually useless for gesource :(
