You can ask to author whether it gives that version or not. If you just want a mapchooser that has black screen fade option, you can try Mistrick Mapchooser (https://github.com/Mistrick/MapManager)

For some reason, it only shows message for en users. My lang is tr but it still shows en even though i set my lang as tr. Any problem in this code?

What? :D Did not you ever notice the sound come out when you press your e key in cs 1.6? Some players using scripts and spam that sound. If you did not understand, you can check this plugin...
