How to set up other language

I know maybe for some of you its dumb question, i think i know how to change it, but when ive done it (just comment "en" by // ) some of plugins dont work

Im also write it on forums my serwers provider, and i dont know why, but they give me new serwer on other machine, now everything seems to be allright, map are the same, so i dont think that map...

its happend on default settings, after that i try change this amx_staytime but its not help at all. I dont use timelimit, i set winlimit on 200 its something wrong with that?
