Kills T when Time is up

As the title, i want even VIP or Hostage maps kill T when time is up.

I don't know why i can't use amxx 1.8 but i can install it.

SITUATION:When I am GOing IN my Own server(CREATE SERVER), it crashes... and i can use only 1.76d or below but only not 1.8, can anyone...

It is possible to turn the Spectator "Team" in to a playable 3rd team??
PLX help 'cause i want admins go into the 3rd team and kill other players ;
