The flag causes the server to just exit, but the wrapper script has some logic to invoke steamcmd and update the server before restarting it.
That is off-topic for this thread though.

You'll need a 0.9.0 snapshot build (https://builds.limetech.org/?p=steamtools) to get it working, the latest release has that functionality broken.
