I believe in CSGO (and other source games?) the fov is 74 on 4:3 and 90 on widescreen (could be wrong).
In Kreedz Climbing (the new Source game) fov is unlocked IIRC.

But yeah, in 1.6 it's locked...

That's not the issue. They locked it purposely in CS 1.6. Just like it is locked in CS:GO, although widescreen allows for a wider fov.
