If it's high-ping --> Bandwidth problem
If it's lagging --> Bandwidth problem/low fps or bad functioning.

Check the fps to make sure it's not the performance problem.

I knew how to run at boot, with screen method, but how can I open server console through putty?...

The HLDS crashes or the VPS/dedicated server/computer internet goes down? If the HLDS crashes then its not ddos, I experienced the ddos and it wasn't just a normal crash, believe me... there was lag...
