server.cfg and evey confogl.cfg have sb_all_bot_game 1 and is doesnt work when i change mode or refresh map , wtf !!!!!!!!!!!!!!!!!!!!!!!!!!!

sb_all_bot_game 1 is already in my server.cfg, but when i use sm_match to change mode, i always cant switch team or and it told me to wait other player is loading , wtf ! please help !
