if you really don't know if your server is steam or not, then I'll answer you:

all the created or updated server are pure steam, every old/unknown file will be changed/deleted.

I searched about non steam i informed that it is a protocol 47 but mine is protocol 48 so this mean its steam right? i dont know about what you say but amxmodx works even on my steam cs that i bought...

Man simple are u ussing windows? download metamod.dll, are u using linux? download metamodp1.21 not metamod1.21 without the (p).And install it as u know if u dont know how to install it respond:D
