you have to execute the .sql but only for the tables, you can ignore the data.

Seems that it can't open your database file.
It should be placed in tf/addons/sourcemod/config/databases.cfg
Also check the permissions of this file.

the_cvar = "asdf"
because the content of the_cvar would be
= "asdf"
use this:
the_cvar asdf
so put in your config files this:
