Ah I think I see the problem, we were using !resetrank expecting it to reset the rank of the person saying it without any parameters, like the mani version. So our mistake. Thanks again :)

I don't have a Mac, and I don't see the point of this? I don't know of ANY dedicated server providers that offer OSX as standard, and I'm guessing Valve wouldn't limit Mac users to Mac only servers...

You saying that made be triple check my code for UTF-8 and I did have that (both in header() and meta) but then I realised I didn't use UTF-8 for htmlentities() >.<. So thanks very much xD.
