if you checkout amxbans 6.0 you will see it is run by an SQL DB and online website... and as for the SMS feature please explain how you want that to work.. :S

AMXBans 6.0 has a Temp Admin feature built into it... works perfectly and it means you dont need to add another plugin to your server using up more CPU etc...

give it a go you will love it. :P
