If You use the last sourcemod version one command block all the banned command You must disable that in core.cfg

this plugin give only item_assaultsuit :)

If sourcemod block this command it's because your server can be ban if one plugin set itemdefinitionindex value i really don't know if valve make difference about normal skin and custom skin :/

sorry but i download the .sp and i see tm_phoenix_heavy.mdl ...
and i have test the plugin with css skin and set armor is the same command in css and csgo ...
