Shut down your server. (I had the same issue, the server has to be offline.)
Replace the old csstats.dat with da new one.

I know that you can easilly change the game name of your server to something else.

ex:
Counter-Strike to CS 1.6 as for sample. (Check your server list).

Plus your client has to install sXe. Which is mainly used for no-steam servers.
