Only if you don't using fast HTTP download on your server you have this problem. But if you have fastdl wia HTTP, you can set sv_allowdownload 0 and all files will be downloaded wia fastdl.

I know solution this problem: I'm just set poins (sm_setpoints) on the map, then table was not empty and error's is gone.
