You need to set

mp_match_end_at_timelimit 1

otherwise when the time reaches 0:00 it waits for the end of the current round (which won't happen if the surf map is unwinnable).

TF2 using randomcycle.

If a map ends due to mp_timelimit or mp_maxrounds the next map is chosen correctly. If a map ends due to mp_winlimit the maps are played sequentially (not random).
