If my understanding of ReHLDS code is correct, the only available information at that point is client's IP address. You are out of luck if you need anything more than that.

Then check for pev_oldbuttons. If IN_USE is not in pev_oldbuttons that means that it was just pressed in that frame and not held down before.

So the module was created to be compiled with the original Metamod, interestingly.
In amxxmodule.cpp insert const before char *ifvers, just as it is in meta_api.h.

Can you go into C:\Users\HTK\Downloads\Compressed\AMXX Module Compile\Metamod\metamod\meta_api.h and post the Meta_Query declaration (the whole line)?
Post Meta_Query from amxxmodule.cpp as well.
