It's VPS ...
If your VPS is running KVM change your kernel and review your server.cfg for erros.
Also keep in mind that tuned-adm can help you.

Is good to have 1csgo server / core.

FYI higher single core cpu freq is better for cs:go, also a newer cpu is better.

Why (4.18.20-xen-md) ?? Why not 5.2.15-gs-md_5215_amd64.deb ? GS came from GameServer.

I dont think so. My servers are running under virtualization and working fine.
Virtualization type KVM with vSphere.

Is running with Centos, 5.1 kernel (with RT patch) and tuned-adm is setted to throughput-performance

If using linux .. i prefer centos. From my experience runs better with centos.
Install RT kernel, tuned with throughput-performance.

Try install in /csgo-server see if it works.
Or create another user (eg csgoserver) and install in /home/csgoserver/csgo-server-files or so ..

CS:GO server should run on his dedicated thread, so you need a server with a least 20 threads ..
I will go with 2 servers (E3, 3.5+ ghz).
