Tested with srcds TF2 1.6.0.2 (latest) + running SourceTV + enabled, result: not working. When I type "!cheater <mynick>" on "y" (say), nuthin' happens. Or I cannot report (start demo) me !?

The reset, because... you've restarted (or changed the map) the server :). Hm. Look other .cfg files in the folder, where server.cfg is and see if there are these commands.

mp_timelimit 45 //Game time per map in minutes
